A library card can be obtained by presenting the applicant’s photo identification, and giving their home address. ”Poste restante” is not an acceptable address. The first library card is free of charge.
Under-15-year-old needs a written permission from a legal guardian or another guarantor of legal age, who is liable for materials borrowed with the card. Daycares, schools, and other community organizations must appoint a person, who is liable for materials borrowed on the group card.
A library card is personal. The person is liable for all materials borrowed with their library card. Immediately inform the library if you lose the library card or change of address, email address, or name. After informing the library about the lost card, the person is not liable for further materials borrowed with that card.
The library has the right to save a person’s personal information to the customer registry (henkilötietolaki (Personal Data Act) 523/1999, 13 §). The library’s customer registry is only used for necessary services provided by the library. Registry information is not disclosed to external parties. Customers have the right, per the Personal Data Act, to see what information about them is stored in the registry. The registry policy can be viewed on the library’s website at www.savonlinna.fi/kirjasto.
Materials can be borrowed with a library card. Loan periods are usually 28, 14, or 7 calendar days, depending on the type of the borrowed item. The loan period expires on the due date at the end of library’s opening hours and on the on-line library at the end of the calendar day.
A person can borrow up to 50 total items at any given time. Of those 50 items, there can be at most 20 CDs, 20 cassettes, 20 DVDs or Blu-ray Discs, 20 VHS-videocassettes, and 20 CD-ROMs. The library can also place other restrictions on the number of loans.
When borrowing audiovisual media, the age restrictions that have been given by classifiers approved by the National Audiovisual Institute’s (KAVI) Center for Media Education and Audiovisual Media will apply.
Items can be returned during the library’s opening hours. Some libraries have return hatches, into which materials can be submitted when the library is closed. Submitting material through these return hatches happens at the person’s own risk. Loans submitted through the return hatch are not immediately registered as returned. Library’s personnel do not record material submitted through these return hatch as returned until the start of the next opening hours. Materials submitted through the return hatch will increase the overdue fines until the return has been recorded.
It is possible to receive prior notification of upcoming due dates via email, provided that the service is activated by the user and that the library’s customer registry has a working email address for the customer. The possible network failure or technical failure of the due date reminder system does not excuse the customer from the responsibility of paying overdue fines.
Loaned material can be renewed up to 5 times, unless a reservation has been placed on them. Making a reservation is free of charge. A fee is charged for unretrieved submitted reservations.
Renewals and reservations can be made in person in the library, over the phone, or on the library’s website. Renewing and reserving via the on-line library requires a PIN-code associated with the library card, which can be obtained by visiting the library.
The library handles interlibrary loans according to the standing rules and fees of the interlibrary service. More information can be acquired from the library or the library’s website.
Overdue fines are charged for materials returned or renewed after the due date. Overdue fines are also charged in the event that self-renewal of loans has not been successful due to an interruption of use in the on-line library or other technical difficulties.
Overdue fines accumulate every calendar day after the due date up until a maximum amount. An additional fee is charged for the notification letter about overdue loans, which is sent no later than 14 days after the due date. For materials borrowed with a card belonging to an under-15-year-old, only the notification fee is charged.
After the notification letter, a bill for unreturned materials, including an additional billing fee, will be sent. After their due date, unpaid bills will be handed over to debt collection, causing additional collection charges. The debt collection also applies to materials borrowed by under-18-year-olds. The guardian/guarantor is held liable for materials borrowed with the card belonging to under-15-year-old.
Disputes and debts in regards to library loans will be dealt with in a district court.
Lost or damaged materials must be reimbursed. Instructions for material reimbursement can be found in the fees appendix.
Borrowing rights are forfeited if:
- the outstanding debt is equal to or greater than the sum mentioned in the fees appendix.
- the customer has not paid the outstanding debt of accrued fees by the end of January the next year.
- a bill has to be sent for unreturned or damaged materials.
Borrowing rights are restored by returning overdue items, paying unpaid fees, and compensating for lost and damaged materials.
The right to use the library can be denied for a prescribed period of time if the patron intentionally damages library property, behaves inappropriately or disruptively, or uses psychoactive substances on library grounds. The decision to deny the right of use is made by the director of library.
