What is the Navigator service?
Navigator is a low‑threshold service point where immigrants can get guidance, advice, and support for living in Finland and handling everyday matters.
Three organizations work together in Navigator and offer services in the same place:
- City of Savonlinna – Integration and Settlement Services
- Wellbeing Services County of South Savo – Immigration and Integration Support
- Linnala Settlement – International Meeting Point
All services are free of charge and confidential. Service languages: Finnish, English, and Russian. If needed, an interpreter can be arranged.
Who are the services for?
Services are for immigrants living in Savonlinna, Sulkava, Rantasalmi, and Enonkoski, no matter why they came to Finland.
You can contact Navigator if, for example:
- you moved to Finland for work
- you are a student
- you moved because of family
- you have received international protection
What can we help with?
Navigator can help with many everyday matters, such as:
- dealing with authorities
- questions about personal identity codes and municipality of residence
- booking appointments
- using online services
- finding Finnish language courses
- education and employment matters
- children’s schooling and early childhood education
- finding local services and hobbies
- understanding the Finnish service system
- social guidance
Integration Services
Integration services are legally required services that support immigrants in settling in Finland. They are mainly for people who have received a residence permit based on:
- asylum
- quota refugee status
- temporary protection
Services are also for unaccompanied minors who need international protection.
Integration services offer guidance on housing, daily life, studying, working, and using Finnish services.
Settlement Services
Settlement services support people and families who have moved to the area for work or studies. They help with organizing everyday life and learning about local services. You can use settlement services before and after moving.
Wellbeing Services County of South Savo – Immigration and Integration Support
The wellbeing services county offers social guidance and advice related to immigration and integration. The service is for people who have moved to Finland and need support, such as:
- quota refugees
- asylum seekers who received a residence permit
- people with temporary protection
- other immigrants
Customer service is available by appointment.

The International Meeting Point is part of Navigator’s services. It offers:

- easy‑access Finnish language clubs

Cooperation and Service Network
Navigator works together with authorities, schools, employers, organizations, churches, and other local partners. The goal is to support immigrants’ integration, everyday life, participation, and paths to education and work in the Savonlinna region.
Navigator also takes part in regional cooperation, information events, and development of integration services.
